Meet the WVAR Staff
Raymond I. Joseph has been the Chief Executive Officer of the West Virginia Association of REALTORS® since August 2002. As CEO, he is charged with running the day to day operations of the association, managing staff, providing member services and representing the real estate industry both in the West Virginia Legislature and before the West Virginia Real Estate Commission. He works with NAR on Capitol Hill and he administers both WVARPAC and The West Virginia Homeowners Alliance, a 527 Independent expenditure organization. Both organizations have raised and invested significant non-dues dollars in supporting REALTORS® and REALTOR® Champions to get elected.

Emily Cole joined the West Virginia Association of REALTORS® (WVAR) in July 2022 and currently serves as the Director of Member Experience. In this role, she supports more than 3,400 REALTOR® members by overseeing and enhancing member services across the state.
In addition to her work at WVAR, Emily also serves as the Executive Officer for four local associations: the Weston Buckhannon Board of REALTORS®, the Potomac Highlands Board of REALTORS®, the Morgantown Board of REALTORS®, and the Harrison County Association of REALTORS®. Through these roles, she is dedicated to strengthening member engagement and supporting the success of REALTORS® at both the state and local levels.

Baylee Noble joined the West Virginia Association of REALTORS® in November 2025 as the Association’s Events Coordinator. Bringing a strong background in marketing, she is dedicated to enhancing member engagement and strengthening promotion of the programs and services WVAR offers. A native of Charleston, West Virginia, Baylee looks forward to contributing her skills and enthusiasm to support the Association’s ongoing growth and success.

Bella Harper joined the West Virginia Association of REALTORS® as the Office Administrator in November 2025. In this role, she oversees the Association’s internal operations, ensuring that day-to-day administrative functions run efficiently and in support of WVAR’s mission. She manages key areas such as office administration, budgeting, records, and organizational processes, while supporting staff and leadership across all departments. With a commitment to accuracy, organization, and member-focused service, she plays a vital role in supporting the success and continued growth of the Association.
